Please inform Government to which you are accredited that on September 5th a Japanese Destroyer when within three miles off Black Point within the territorial waters of the Colony of Hongkong opened fire upon a Chinese Maritime Customs preventive motor boat which she subsequently captured. His Majesty's Government protest strongly against this violation of the territorial waters of the Colony and reserve all their rights as regards claiming compensation. They must also request that urgent instructions be issued to prevent the recurrence of such illegal acts.
